First, you must have a host, and your own computer cannot be a host unless you leave it on all the time and you don't mind anyone else accessing it. You probably already have a host anyway in your ISP (Internet Service Provider). ISP's usually offer customers 5-10 MB of storage space, and all you need is a FTP (File Transfer Protocol) program to get your pictures from your computer to the server.
If your ISP doesn't provide that, or if you don't want to use it for whatever reason, then you need to subscribe to a service that does that for you. A popular one is www.photobucket.com.
Thats an active link, so choose one and click on it. You will have to open an account. photobucket is free. After you sign up you will have to log in with your username and password each time you want to use it. You will be shown a page that will allow you to upload your pictures. A browse button will let you search your own computer files for the pictures you want to upload.

When you find a picture you want to upload, click on it and then click "OK". Then click on "submit". What you've just done is make a copy of your picture and put it on their server in your account. You should be able to see your photo below the upload box, along with 3 buttons (move, edit and delete). You will also see 3 rectangular boxes named "url", "tag", and "img".

To post the picture copy the "img code" then paste it into your post.

Finish your post just like any other message, and voila, you've posted a picture for me and everyone else to see.

Also you must select a photo dimension. I use Large ( 640x480 ). Don"t go any bigger then that.

basic dimensions  

Tiny ( 100 x 75 )   19" screen ( 1280 x 960 )  
Small ( 160 x 120 )   21" screen ( 1600 x 1200 )  
Medium ( 320 x 240 )   22" screen ( 2048 x 1536 )  
Large ( 640 x 480 )   23" screen ( 2240 x 1680 )  
15" screen ( 800 x 600 )   2 megabyte file size  
17" screen ( 1024 x 768 )   5 megabyte file size
